Provisioning in the Digital Era: Business Rules and Data Integrity

Understanding key XC table entities for MIL-STD-1388 and GEIA-STD-0007 and why it matters.

A Shift Toward Data-Centric Logistics

GEIA-STD-0007 defines the Logistics Product Data (LPD) model used across US Department of Defense programs. While the standard is not new, its role has expanded as digital engineering and model-based sustainment gain traction. Program managers now expect provisioning data to integrate seamlessly with configuration management systems, technical publications, and predictive maintenance tools.

Why Do Provisioning Business Rules Matter?

With GEIA-STD-0007 increasingly integrated into digital engineering environments, provisioning elements now feed:

Common Provisioning Pain Points

With the above considered, it's important to remember that when business rules are applied inconsistently, these systems lose fidelity, creating sustainment risks that can persist for decades. A few of the common pain points associated with provisioning for GEIA-STD-0007 requirements include:

To understand the root cause of some of these pitfalls, key provisioning elements from the XC tables are examined further in the sections below.

Defining the Acronyms

A Logistic Support Analysis Control Number (LCN) is not the only way to identify what is where on which end item. There are more data elements that help precisely and uniquely identify which LCN applies to which end item variant. These configuration methods are governed by a series of business rules to ensure product variant data is properly assigned.

Let's start by defining some of the key acronymns used by provisioners.

Alternate Logistics Support Analysis Control Number Code: ALC

The ALC, established on the XB table along with the LCN and LCN Type, allows documentation of multiple models which utilize the same LCN breakdown.

Usable On Code: UOC

The UOC is a one to three length alphanumeric code that represents only one configuration or model of equipment. For example, a specific configuration of an F-15 may have a UOC of E, known as the F-15E.

Provisioning Contract Control Number: PCCN

The PCCN is assigned by the requiring authority; like the US Army, Navy, Air Force, and so on. It is used to specify contract deliverables that may have many configurations or models. For example, a fighter aircraft to be used by the Navy may be configured for aircraft carrier landings, whereas a variant of this fighter aircraft used by the Air Force may utilize long runways for takeoff and landings. Each fighter aircraft variant (by branch) in this example would have different PCCNs.

Provisioning List Item Sequence Number: PLISN

A PLISN is a sequentially assigned value for all items contained in the system breakdown. That is to say, any piece of equipment will have unique PLISNs assigned to each assembly, sub-assembly, and part. Once a PLISN is assigned, it cannot be reassigned to a different item. Think of it as striking through rather than deleting and reusing. PLISNs are permanent!

Business Rules for Provisioning

Now that the individual data elements are defined, it is time to briefly discuss how they relate to each other.

  1. The XC table contains all of the fields mentioned. Here is an example of two rows of data.
    XC
EIAC LCN ALC Type PCCN UOC PLISN
    ENGINE A 00 P 123456 A1 AAAA
    ENGINE A 01 P 123456 B1 AAME
  2. UOC and PCCN are mandatory for each LCN identified as a system or end item.
    XC
EIAC LCN ALC Type PCCN UOC PLISN
    ENGINE A 00 P 123456 A1 AAAA
    ENGINE A 01 P 123456 B1 AAME
  3. Identical PCCNs must have different UOCs.

EIAC LCN ALC Type PCCN UOC PLISN
    ENGINE A 00 P 123456 A1 AAAA
    ENGINE A 01 P 123456 B1 AAME
  4. ALCs with the same LCN must have the same PCCN.

EIAC LCN ALC Type PCCN UOC PLISN
    ENGINE A 00 P 123456 A1 AAAA
    ENGINE A 01 P 123456 B1 AAME
  5. And finally, if the PCCN is the same, each must have a different PLISN.
